Head of Development Management

East of England Contract £550 - £650 Per Day
A local authority in the East of England is looking to appoint an experienced Interim Head of Development Management to lead its Town Planning service.
In this senior role, you will provide strategic leadership across Development Management and Planning Enforcement, playing a key role in supporting the borough's growth and regeneration. You will ensure that development is delivered in line with the Council's Local Plan and wider corporate priorities, shaping both the long-term direction and day-to-day performance of the service.
Key Responsibilities:
  • Lead the Development Management and Enforcement service, setting strategic priorities and ensuring high-quality delivery.
  • Develop and implement the service plan, aligning outputs with corporate and directorate objectives.
  • Review and enhance structures, processes and technology to improve efficiency and service standards.
  • Provide expert professional advice on complex and high-profile planning applications.
  • Lead negotiations relating to infrastructure provision, Section 106 agreements and Community Infrastructure Levy (CIL) contributions.
  • Oversee Planning Committees, support Neighbourhood Committees and attend key Council meetings.
  • Promote the service, supporting income generation through pre-application advice, fast-track services and Planning Performance Agreements.
  • Manage and defend planning appeals and enforcement decisions where required.
About You:
  • Degree in Town Planning or a related discipline, with RTPI chartered membership (or eligibility).
  • Significant experience leading Development Management services, including handling complex applications and enforcement matters.
  • Experience as a Head of Service within Local Authority Town Planning Teams
  • Strong understanding of planning legislation, local government governance and political context.
  • Demonstrable leadership capability, with experience setting direction, managing teams and delivering measurable outcomes.
  • A management qualification (e.g. Diploma or MBA) would be advantageous.
