HRA Accountant

South East England Contract £500 - £650 Per Day

We are working with a Unitary Authority based in the South of England who are looking to bring on HRA Accountant for an initial six month basis.

As with many authorities, this organisation faces serious budgetary pressures within the HRA with the cost of Repairs and Maintenance putting the service under considerable financial strain.

This is a great opportunity for a seasoned HRA interim to come in and work on the 30 Year Business plan with a view to driving significant cost savings.

Key Responsibilities

  • Lead on the preparation, monitoring, and reporting of the Housing Revenue Account (HRA) budget.
  • Support the development of the 30-year HRA Business Plan, ensuring long-term financial sustainability.
  • Provide high-quality financial advice and support to Housing Services and senior stakeholders.
  • Monitor income and expenditure, including rents, service charges, and capital programmes.
  • Support rent setting and ensure compliance with government policy and regulatory requirements.
  • Contribute to the closure of accounts, including HRA-specific statements and disclosures.
  • Work closely with asset management and housing teams on investment planning and delivery.
  • Ensure strong financial controls, governance, and audit compliance.
  • Identify financial risks and opportunities, supporting effective decision-making.

About You

  • A fully or part-qualified accountant (CIPFA, ACCA, CIMA or equivalent), or qualified by experience.
  • Experienced in local government finance, ideally with exposure to HRA or housing finance.
  • Knowledgeable in housing finance regulations, rent policy, and capital accounting (desirable).
  • Skilled in financial planning, budgeting, and financial modelling.
  • A strong communicator, able to explain complex financial information to non-finance colleagues.
  • Proactive, organised, and able to manage competing priorities.
