Park Avenue are currently working with a unitary authority based in the home counties looking for an interim Section 151 Officer and Deputy Chief Executive Officer to join them for an initial three but potentially six-month basis dependant on the efficacy of permanent recruitment.
The authority in question is remaining unchanged during LGR however have a £20,000,000 budget deficit that urgently needs arresting, this largely derives from ever increasing ASC expenditure and increasing Temporary Accommodation Costs.
This is a fantastic opportunity for someone who has operated as the statutory officer level at the second tier of Local Government looking to make a step up into a tier one organisation.
Those with extensive budget transformation experience previously will be looked upon favourably for the position in question.
Main Responsibillities...
- Report regularly to senior leadership and elected members on financial position.
- Advise councillors, the Chief Executive, and senior officers on financial implications of decisions.
- Manage borrowing, investments, and cash flow.
- Ensure compliance with prudential and treasury management codes.
- Ensure strong financial governance, internal controls, and risk management frameworks.
- Ensure timely preparation and publication of the Statement of Accounts.
- Liaise with internal and external auditors.
About you…
- Experience operating at Section 151 level previously within Local Government.
- Demonstrative ability to drive cost savings through review and tightening of Financial Controls.
- Ability to travel into the office to be on sight once a week.
