A council in Norfolk is looking for an experienced HMO Licensing Officer to join its Private Sector Housing team on an initial three-month contract.

This is an opportunity to join a highly regarded and supportive team that takes a proactive approach to improving housing standards. You'll play a key role in delivering the Council's licensing function, carrying out inspections, processing applications, and supporting property owners to meet their legal obligations.

The role offers hybrid working, with 3 days on site each week, including office attendance and property inspections across the area.

Your responsibilities will include:

  • Undertaking inspections of licensed properties and assessing conditions under HHSRS.
  • Identifying Category 1 and Category 2 hazards.
  • Processing licence applications and drafting licence conditions.
  • Monitoring compliance with licensing requirements and property standards.
  • Providing advice and guidance to landlords, agents, and tenants.
  • Preparing inspection reports, schedules of works, and maintaining accurate case records.
  • Working proactively with property owners to improve standards and achieve compliance.

The ideal candidate will have:

  • Previous experience working within a Local Authority Private Sector Housing
  • Experience delivering licensing functions.
  • Strong knowledge of the Housing Act 2004 and HHSRS.
  • Experience conducting inspections and assessing housing hazards.
  • The ability to manage a varied caseload independently.
  • Strong communication skills and confidence working with landlords, agents, and tenants.
  • A practical, solutions-focused approach to improving housing standards.
