Principal Private Sector Housing Officer

6-month rolling contract
Park Avenue Recruitment are working with a London Local Authority who are looking for an experienced Principal Private Sector Housing Officer to join their Private Sector Housing & Enforcement team on a 6-month rolling contract.
This is a hands-on enforcement role, suited to an experienced officer who is confident managing complex Private Sector Housing cases independently from the initial inspection right through to resolution.
You will be working across housing conditions, HMOs, property licensing and enforcement, dealing with both reactive complaints and proactive investigations into non-compliant and unlicensed properties.
The role will include:
- Carrying out thorough HHSRS and HMO inspections across privately rented properties
- Investigating complaints relating to disrepair, overcrowding, damp and mould and poor housing conditions
- Investigating unlicensed properties, HMOs and licensing breaches
- Managing complex enforcement cases independently from inspection through to resolution
- Assessing the most appropriate informal or formal enforcement route
- Preparing and serving statutory notices and enforcement documentation
- Taking enforcement action under the Housing Act 2004 and associated legislation
- Gathering evidence and maintaining accurate, comprehensive case files
- Managing a demanding caseload of approximately 50 live cases, with around 10-15 new cases per month
- Communicating confidently with landlords, tenants and managing agents, including where conversations may be challenging
- Working closely with internal services and external partners to achieve positive outcomes for residents
We're looking for:
- Strong Local Authority Private Sector Housing / Housing Enforcement experience
- Extensive experience carrying out HHSRS inspections
- Strong experience of HMO inspections and enforcement
- Excellent working knowledge of the Housing Act 2004
- Experience personally preparing and serving statutory notices
- Confidence managing complex cases with minimal day-to-day supervision
- An HHSRS qualification or demonstrable competency
- Strong judgement when deciding between informal and formal enforcement action
Experience of civil penalties, prosecution case preparation, Court or Tribunal proceedings and licensing conditions enforcement would be particularly advantageous.
The position is offering £50-£55 per hour on a 6-month rolling contract, with a hybrid working arrangement based around service demand.
