Assistant Director of Housing Management
Park Avenue have partnered with a major London Borough to appoint an experienced Assistant Director of Housing Management. This role sits at the heart of the council's landlord function, providing strategic leadership across one of the capital's largest and most complex housing portfolios. The borough is entering a period of significant improvement and regulatory scrutiny, and they are seeking a senior professional who can bring clarity, confidence and direction to their housing management services.
You will take responsibility for shaping and delivering high‑quality, resident‑focused landlord services, ensuring the council meets all statutory and regulatory obligations, including those set by the Regulator of Social Housing. A key part of the role will involve strengthening assurance, embedding a safety‑first culture, and driving continuous improvement across neighbourhood services, tenancy management, ASB, resident engagement and estate operations. The council is looking for someone who can balance strategic oversight with a strong operational grip, ensuring services are both compliant and genuinely responsive to residents' needs.
This position requires a leader who is comfortable operating in a political environment and advising senior officers and elected Members. You will be expected to build strong internal and external partnerships, champion a culture of openness and accountability, and support the delivery of long‑term plans for safe, well‑maintained homes. The ability to manage significant budgets, oversee complex programmes of work, and guide multi‑disciplinary teams through change will be essential.
We are particularly keen to speak with individuals who have extensive experience overseeing housing management at a senior level within a large local authority or comparable organisation. Strong knowledge of ASB, tenancy sustainment and neighbourhood management is crucial, as is the ability to lead diverse teams with emotional intelligence, resilience and integrity. You will bring a track record of delivering service improvement, driving cultural change and raising performance standards in a high‑pressure environment.
This is an interim assignment requiring a regular on‑site presence in London, typically on a weekly basis, with flexibility during key phases of work. The council offers a competitive day rate (inside IR35) and the opportunity to make a meaningful impact at a critical time for the service.
If you have operated at Assistant Director or Director level within a large local authority and are passionate about delivering safe, high‑quality landlord services, I'd welcome a confidential conversation. Feel free to get in touch or share your CV to discuss the role further.
