Working Pattern: Full Time

Park Avenue Recruitment are currently working with a Local Authority in London seeking an experienced Tenancy Enforcement Officer to support the delivery of housing enforcement functions in line with the evolving requirements of the Renters' Rights Act and wider housing legislation.

This is an excellent opportunity for a Tenancy Enforcement Officer to join a high-performing housing team and play a key role in protecting residents, improving housing standards and tackling tenancy breaches across the borough. The successful candidate will work across tenancy enforcement, anti-social behaviour, tenancy sustainment, regulatory compliance and housing investigations, helping to deliver a fair, safe and effective housing service.

Key Responsibilities

  • Manage a complex caseload of tenancy enforcement, anti-social behaviour (ASB), tenancy breaches, tenancy fraud and housing-related investigations.
  • Support the implementation and delivery of duties arising from the Renters' Rights Act and associated housing legislation.
  • Investigate complaints relating to anti-social behaviour, nuisance, harassment, unlawful eviction and breaches of tenancy agreements.
  • Work proactively with tenants, landlords and managing agents to resolve tenancy issues and improve housing outcomes.
  • Prepare and serve legal notices and progress enforcement action where informal resolution is unsuccessful.
  • Prepare witness statements, evidence bundles and legal documentation for court proceedings and enforcement action.
  • Represent the Council in County Court hearings, possession proceedings and other legal forums where required.
  • Attend evictions where necessary, completing relevant documentation and liaising with contractors and partner agencies.
  • Work with vulnerable households to sustain tenancies, maximise income and prevent homelessness wherever possible.
  • Support residents experiencing financial hardship and work with partners to minimise rent arrears and tenancy failure.
  • Liaise with internal teams including Housing, Community Safety, Legal Services, Temporary Accommodation and Housing Benefit, alongside external partners including Police, DWP, Social Services and support agencies.
  • Monitor compliance with tenancy conditions and investigate potential breaches using a risk-based approach.
  • Maintain accurate case records and robust evidence trails in line with legal and regulatory requirements.
  • Contribute to policy development, service improvements and best practice initiatives across the tenancy enforcement function.
  • Achieve individual and team performance targets relating to enforcement activity, customer satisfaction and case resolution.

Requirements

  • Previous experience working as a Tenancy Enforcement Officer, Housing Enforcement Officer, ASB Officer, Housing Officer or similar within a Local Authority, Housing Association or Registered Provider.
  • Strong knowledge of tenancy enforcement, anti-social behaviour legislation, possession proceedings and housing law.
  • Understanding of the Renters' Rights Act and the changing regulatory landscape within the private and social rented sectors.
  • Experience investigating complex tenancy breaches and managing enforcement cases through to resolution.
  • Experience preparing witness statements, legal documentation and court bundles.
  • Strong stakeholder management skills and the ability to work effectively with residents, landlords, legal teams and partner agencies.
  • Experience managing a varied and demanding caseload while meeting performance targets.
  • Excellent communication, negotiation and report-writing skills.
  • Full UK Driving Licence.

Desirable

  • Experience dealing with unlawful eviction, harassment, rogue landlords or housing-related enforcement matters.
  • Experience representing cases in Court or supporting legal proceedings.
  • Experience within a London Local Authority.
  • Knowledge of rent arrears recovery, tenancy sustainment and income collection.
  • Knowledge of housing standards, HHSRS and wider regulatory housing functions.
  • Candidates with Private Sector Housing Enforcement experience will be prioritised, particularly those with experience of HMO licensing, housing standards, rogue landlord investigations, Rent Repayment Orders, civil penalties, HHSRS and enforcement under the Housing Act 2004.
