The housing landscape is changing. With the introduction of the Renters' Rights Act, local authorities are playing an increasingly important role in regulating standards within the private rented sector, protecting residents, and ensuring landlords meet their legal obligations.

A London Local Authority is seeking an experienced Tenancy Enforcement Officer to join their Housing team on an interim basis and help drive compliance, investigate tenancy-related issues, and support the implementation of new legislative requirements.

This is an excellent opportunity for someone with a background in tenancy enforcement, private sector housing, housing fraud investigations, homelessness, or housing management who enjoys working autonomously and making informed decisions on complex cases.

What you'll be doing

You'll be responsible for investigating tenancy breaches, enforcing housing legislation, and ensuring landlords and tenants comply with their legal obligations. Working within a fast-paced local authority environment, you'll manage a diverse caseload of referrals received from tenants, landlords, and internal council teams, using your professional judgement to determine the most appropriate course of action.

Key responsibilities will include:

  • Investigating tenancy breaches, housing fraud, and other tenancy-related matters
  • Managing referrals from residents and council departments and carrying out appropriate enforcement action
  • Supporting the Council's response to the implementation of the Renters' Rights Act and associated changes to tenancy regulation
  • Providing advice and guidance on tenancy law, property management, housing compliance, and landlord responsibilities
  • Conducting interviews, site visits, evidence gathering, and case investigations
  • Managing a caseload of tenancy and enforcement cases from initial referral through to resolution
  • Preparing legal documentation and supporting enforcement action where required
  • Representing the Council in County Court possession proceedings and attending legal hearings when necessary
  • Working proactively to identify non-compliance within the private rented sector, including reviewing property advertisements and landlord practices
  • Monitoring landlord compliance with statutory obligations and ensuring residents receive the correct information regarding their tenancy rights
  • Liaising with landlords, managing agents, residents, Housing Benefit teams, DWP, Social Services, Housing Options, and other stakeholders
  • Maintaining accurate records and ensuring all actions are completed in accordance with legislation, policy, and service standards
  • Supporting tenancy sustainment and helping residents access appropriate advice and support services
  • Attending evictions where required and assisting with associated legal and procedural processes

About you

To be successful in this role, you'll have:

  • Experience in tenancy enforcement, private sector housing, housing management, homelessness, income recovery, or housing fraud investigations
  • Strong knowledge of tenancy law, housing legislation, and enforcement processes
  • Understanding of the Renters' Rights Act and its implications for local authorities, landlords, and tenants
  • Experience carrying out investigations and gathering evidence for enforcement or legal action
  • A good understanding of court procedures and possession proceedings
  • The confidence to work autonomously and make informed decisions on complex cases
  • Excellent communication, negotiation, and stakeholder management skills
  • Strong organisational skills and the ability to manage a busy and varied caseload
  • Experience working within a local authority or social housing environment
  • A proactive approach to problem-solving and service improvement
